Canto Passed Proposal to Supplement the Mainnet Faucet to Onboard New Users

Canto is finally going to supplement the mainnet faucet to onboard new users. Since the mainnet launched, the official faucet has been complained because it was drained quickly, and all new users have had to ask for some $CANTO from other users in the discord community to kick off the journey.

Proposal #47 has passed. 200,000 $CANTO will be sent to Community-Pool-Spend-Proposal contract and used for refill the faucet.
