Do Kwon, the founder of Terra, has proposed a plan to rebuild the Terra ecosystem on the Terra forums and has proposed to issue 1 billion new $LUNA coins. Of the 1 billion, $400 million will go to LUNA holders at the moment before the UST depeg on Binance, $400 million to UST holders, $100 million to LUNA holders at the moment the old Terra chain is stopped, and $100 million will be reserved for future ecological development. All three parts will be in stake status when the network is restarted, except for the third part of $100 million. The future annual inflation rate of the new $LUNA could be set at 7%.
