Optimism Kovan to Be Fully Decommissioned on October 5th

Optimism tweeted that Optimism's Kovan will be completely decommissioned on October 5th in favor of Optimism Goerli. To encourage all projects to migrate in advance of this deadline, Optimism'll be decreasing the rate limit on the Optimism Kovan public endpoint.
