Optimism's Goerli Testnet Migrates to Bedrock

OP Labs completed the upgrade of Optimism's Goerli Testnet to Bedrock. Deposits and withdrawals are re-enabled, and the Optimism Goerli Sequencer is back up and running.

Bedrock is a new generation of decentralized Rollup architecture developed by OP Labs, which is designed to re-use as much of Ethereum's code, infrastructure, and design patterns as possible. It will allow Optimism to reduce fees, incorporate multiple proof mechanisms including ZK proofs, and support multiple execution clients.
