Synthetic Asset Protocol Synthetix Updated to Algol Version

The synthetic asset protocol Synthetix has been upgraded to the Algol version. This version adds SIP-251, which sets the liquidation penalty percentage of collateral loans and the forced liquidation penalty percentage of $SNX stakers at 10% and 30%, respectively.
