Ukraine’s President Signs Law Allowing Central Bank to Issue a CBDC

The President of Ukraine Volodymyr Zelenskyy signed the payment bill, which stipulates the relevant regulatory framework for payment services, especially digital payments. The bill also states that the central bank can issue its own digital currency and carry out financial technology innovation in a regulatory sandbox environment. The National Bank of Ukraine has been studying the possibility of issuing a CBDC since 2018, and has started to develop a prototype on Stellar blockchain in 2019.
